Installation Joomla! 5.x • import user data from Jommla 3.10

Hello!
I need to import the user data from my J3.10 site. All else will be built from scratch.
My question is regarding the four tables (do I need each one / and export data only)

the users ; user_keys; user_profile; user_usergroup_map I think I must export / import
do I need the user_keys and user_notes

users - need

user_keys - do I need?

user_notes - empty

user_profiles - need

user_groups - need

user_usergroup_map - need

OR.......

Should I copy the site to a local pc using Akeeba, dump everything that is not compatible with J5. Then install on another Xampp site, upgrade to J5, then do akeeba backup, install this upgraded J5 to another localhost xampp pc, ensure it is working and then build production site from this instance. Sounds long, but at each step there would be always a fresh start in the event something does not work.
