What phone app are you referring to? I am on my home computer not a phone (doesn't work on phone browser either though, I did try and have the exact same issue). I don't use google anything, 2fa or that other one. I put in mydomain/administrator and when the login screen comes up, I log in with username and password.from some quick research I think @JAvesey is correct - you need to resync your phone authenticator app to match the time zone you changed to because it had been working, based on the previous time zone setting, that is if using google authenticator (or similar phone app).
Please first confirm if you're using 2FA/MFA and what method you're using.
